I remember not so long ago 5 man space marine and chaos space marine squads being able to have a heavy weapon each. Has this changed or are people just not using them like that anymore?
And if it has changed what do they do now? Make you take 8 models + in order to be allowed one?
The rules for how many weapons a given number of models can take will be found in their respective codices. Chaos units have indeed changed, but to find out the exact rules you're going to have to reference the books. It is not a core rule in the BGB, however, so it is not necessarily something that applies to every army.

One for the Sergeant, and 2 marines can take special weapons.
(replaceing heavy with special)
I don't know about Chaos Marines, but I assume what you mean is the squad can take 2, special weapons, and they're also in the armory (You could put one of the squads on the sergent instead of a trooper, i guess(depending on wording,- does it say one member of the squad or one trooper? - book not in front of me) but why?)
