I'm confused. I've seen army lists with 2 HQ choices.
For example: 2 Necron Lords in an army
2 Tau commanders (Shas'el and Shas'O)
I know you can do this in Apoc, but the lists I've seen don't seem to be apoc lists. Are these legal?
Dude, you are allowed to have up to two HQ choices in a normal game. It is required to take a minimum of one, but you may also take one more.
Check the BGB under Force Organization Chart, or FOC.

I'm such a fool, I can Have 6 troops too!
You could have a rmy consisting of 100 Necron lords and nothing else if you wanted.
(Although that would be plain stupid)
Or, being apocalypse, 100 necron lords and 100 Tau Commanders - side by side.
