I don`t understand them at all. I found a note somewhere that they are found in an old episode of White Dwarf. If this is the case could someone please say which one? Or even explain it yourself if its allowed.

The Minor Psychic Powers can be found in an old WD, don't know the number, and the Chapter Approved 2003 and 2004.
The abbreviations are:
Trial Assault Rules
Trial Vehicle Rules
Vehicle Design Rules
Creature Design Rules (not mentioned, but it's in CA2004)
The TAR can be found in CA2003 as well, but the rest are best found in CA2004.

When you purchase a minor psychic power you roll a D6 on a table of your choice, be it Tzeentch Minor PP's, or one from the CA 04. It's random psychic powers, some are good and some aren't.
