we are having a debate, i think that all shots should be measured from base to base if the unit has a base. but my friend thinks that skimmers like falcons and hammerheads should be able to shoot (measure distance to enemy model) from the gun; he also thinks the same type units should be shot to the model and not the base. what do yall think bout these two ideas/ what do u suggest?
there is no set rule that I know of, it just depends on what you deside on.

From infantry models (including Bikes, Rough Riders, Destroyers, Wraithlords, Talos, etc) range is measured from the base.
On vehicles (anything with an Armour Value), since the LOS is drawn from the turret/sponson/weapon, I suppose a good convention would be to draw range from them as well.

You suppose correctly. When shooting weapons on a vehicle, you measure LoS and range from the weapon, not the edge of the vehicle or something.

The most important thing is being consistent, do one thing at the start of the battle, make sure you do it the same way at the end of the battle.

This can be a real bone of contention, especially for DE Raiders, which have spikey protrusions all over the place. When playing someone for the first time, I usually say something at the start of the game like, "Line of sight to the body of the vehicle, right?" Getting this cleared up at the outset saves arguments later when a pointy bit shows over a building or something and some @sshat trys to shoot at it.
