I'm new to the game and was looking into doing conversions to make my army unique and maybe cut costs. would it be tournament legal to convert some ork boyz to kommandos with green stuff and extra bitz?
As long as it looks pretty similar to the commandos, you should be fine. Just make sure you tell your opponent. Otherwise, it varies from tourny to tourny - some are more strict about conversions.
As far as tournaments go, they usually just require that the model started out as a Citadel mini, and that its not too hard to tell what its supposed to represent.
As far as your friends/group are concerned... well, you'd have to ask them what they're comfortable with, which hopefully is just about anything short of proxying.

As long as you put a little work into GS and bitz you can convert anything into anything you like! If you took some bog standard Ork boyz and just painted camo on them to 'cut costs' that might raise some eyebrows, but only at really serious tournaments and in GW stores =).
The only way it ‘could’ be cheaper than the retail price is if you just happen to have loads of bitz hanging around looking for an excuse to exist, but these leftovers represent a portion of the huge expense from the original purchase. Nothing here is for free so to speak.
But if you just happen to have an Ork scrap yard at your disposal then go for it, but in the long run is it going to really save you money?

One rather obvious conversion comes from the burna/loota box. Due to this coming with the armament for a unit of each, rather than buying 2 boxes to get a unit of each, one box and the boyz box gives you an extra 5 boyz AND a powerklaw for your bitz box. My other slight money saving tip comes from the fantasy range- buying an £18 box of boyz from the fantasy range and 2 boxes of the 40k boyz gives you 39 boyz for £42 instead of £48- cheaper if you can source off ebay or similar.
Or even combine the 2 and get 20 boyz, 5 burnas, 5 lootas for £42 instead of £48 again, and have 4 boyz bods left over!
well, as long as you follow the conversion rules, its perfectly fine (and these are word of mouth from my previous experiences with tournaments, and following them has not hindered me at all) and ill post them here for you.
75% of the model must be citadel/gw product, while 25% can be from any other range. Greenstuff does not cout, meaning you can use as much greenstuff as you wish with no fear of hinderment.
In most tourneys i played in this 25% was usually a special head for a commander, wings for a tyrant/warriors, ect ect.
