This whole wound allocation thing has gt me confused. I haven't played much in the past 10 years, but I decided to start up again.
Going into more depth than the scenario on page 25 of the rulebook.
Orks- 30 Shoota Boyz 3 with Rokkit Launchers.
Space Marine devestaors:
2 w/ bolters, 2 w/ heavy weapons and a sergeant.
For simplicity (and complexity at the same time), say 12 shoota wounds and 3 Rokkit wounds.
Since there are enough wounds that each model will receive at least 1 wound, 3 in this case, can all 3 rokkit wounds be assigned to the 2 marines with bolters?
If so, if all 3 rokkit wounds are not saved, does the 3rd wound trickle down to, say the heavy weapons?
Yes, all the rokkits can be given to the one Marine. However, every Marine makes saves against the dice that are allocated to him, so no "trickling down the unit" with spare unsaved wounds! Below is an example or two, using your set-up as a basis:
The two bolter guys would roll 6 dice, as each of them have three dice allocated to them and both models are identical. If three of those dice came up as 1s or 2s, then the two Bolter guys would die, but that's it.
If the sergeant takes all three rokkits, then only he rolls the dice and only he can die.
Once you get used to the system, it is fairly straightforward - honest!
"Tau Commandment #226: Participants who use Velocity Trackers in the Tau Clay Pigeon Tournament will be disqualified"
Its a good way to get rid of low ap shots if you got shot up a bunch. My 5 man command squad got shot by 10 pathfinders, with 2 AP1 hits and 11 wounds. 3 wounds (2 that were AP1) went on my normal bp/ccw marine and thus saved me from an instant casualty.
Most Notable Achievements:

Killed 900 pts worth of Blood Angels in 2 turns while only loosing 4 pts.
