Nope, it's stats on a character are limited to 10.

(Now we go to the eternal argument cycle of if you can increase it to more than ten, especially attacks.)

However, tank shock runs by it's own criteria of rules (I don't remember it being restricted to ten however, i'll re-read that later)

the armor value, are the stats specifically stated as being the exception, its not limited to "characters." the rule is you cannot exceed 10, the faq clarified this by stating "no you cannot exceed 10

It is the strength of the attack that cannot go over 10, so no matter how fast the ramming vehicle goes, it can never exceed S 10. So it would be S 10 + D6 to see if you can beat the Armour of the vehicle being rammed. It is quite simple when you think it out
