I have a question regarding Ork Wierdboys. If they walk in a mob of boyz thus taking benefit from mob rule. Does that affect their psychic test? that is , will they automaticly pass it or are those tests always with the psykers unmodified Ld?

This is purely my understand of it but this is how I and my friends have always played it. Page 37 of the ork codex states that mob rule effects a weirdboy's leadership for a psychic test so in squads of 12+ he automatically passes the test, however we still roll the psychic tests incase he suffers a perils of the warp attack. I'm not certain on tournement ruling and maybe there's something in the codex that i've missed but that's my personal interpretation. Hope that helps.
That FAQ hit before the 5E book. The 4E book was not so explicitly clear in stating that stats are capped at 10, it was sort of implicit, but not out and out stated.
