When using a psycher power like Lash of Submission, Does it actually count as a ballistic weapon in all context. I know that it says to use it during the shooting phase instead of a ranged weapon, but can you use LoS while in H2H combat?
Lash can not be used if the caster or target is in hand to hand combat as it is a shooting type power and it doesnt say it may be used while in close combat like for example nurgles rot.

ZMB, on Pg 48 under "Psykers and Psychic Powers" it states that "In order to use one of his powers, a Psyker must take a Psychic test, which is a Leadership test taken under the model's own Leadership." So in answer to your question, I am not exactly sure what the Lash of Submission in question does, but under the current circumstances, you would only take a Leadership Test to make it hit and wound, unless the power has its own stats (ie S-8 AP-4), in which case you take the Leadership test, and if it is passed, THEN you use the model's BS and then the comparison of S to T.
And to echo what Lyzaru has said, the Lash cannot be used by the model in CC, or on models who are in CC, and you have stated specifically that it is to be used in the Shooting Phase instead of a ranged weapon, so it is in ways classed as a Ranged Weapon.
