im looking at the codex and im tring to make my first list. and Im a little confused about what certain items cost because a few items are listed with a number then foward slash followed by anther number.. for EX. Back hand slap....15/20 points. Is it 15pts or 20pts? please help

Just a heads up, posting points values and exact exact rules is a bit of a no-no, as it violates copyrights. Check the forum rules.
As to your question, their are two values listed for Tyranid shooting weapons because the second value is used if the unit/critter also has the Toxin Sacs biomorph. I know the codex explains this, I just can't remember which page... Its likely just before the unit entries.

Also i think in codexes that have armouries(like SM, the old codex anyway), it is for multi-wound models.
so that when you give a 3 wound model a gun it costs more.
That's right: usually there was some clarification in the armoury which detailed 'who' could take 'what' at 'which' cost. For example, the Space Wolf Codex listed the wargear with two costs. The first column was for Wolf Guard, the second was for everyone else. Some items were specified as being available to certain character types only, like Healing Potions and Balms or Chooser of the Slain.
