This mean that characters are only be attacked and can he can only attack the bases that he is in base to base contact with.??

Only models in base contact with the character, or within 2" of a model in base contact and not base contact with anything themselves may attack the character.
The character can kill anything in the other squad as casualty removal can be from anywhere in the unit taking damage.

As far as I can read the paragraph on page 49 I would say that the character may target and be targeted by any model in base contact with him/her/it AND all models within 2" of said models.
My reasoning for this is the first lines of the paragraph
"...Independant characters are always treatedas a seperate single-model unit as described under multiple combats on page 41."
And since multiple combat works mostly as a normal combat, I refer to page 35 "Who can fight". On page 35 its stated that
"Models in base contact with any enemy models"
"models within 2" of a model that is in base contact with an enemy model"
Thus a character may strike and be struck by models in base contact with the character, and any enemy model within 2" of said models.

Just to reiterate what Mastershake said though about the models within 2" of the one in BtB with the Character - those models cannot be in BtB with other models; they must be 'unattached', so to speak.
What you'd written just seemed to me to read that you were saying that "any" model within 2" could be used to attack the Character, Valthonis. Apologies though if I have misunderstood what you wrote.
