How strict are tournaments when it comes to the representation of SM chapters.
for example if i were to create a paint scheme and add various conversions to an Sm army (Non-Codex Chapter) I would use the Sm Codex as i would with any other chapter correct? (Newb question I know)
and how far do you have to go to represent Chapters like Black Templar? do they have to be black lol? would the simple addition of Templar crosses all over the place be enough to call them BT?

You can paint them whatever color you want and give them whatever gear you want as long as its from the same codex. You can have ultramarines running around with shrike as the HQ. But, you can't throw a squad of grey knights in with your bloodravens.
Also don't think you can mix and match dark angels/black templars with regluar SM, since they fall under different rulesets with different codexes, but don't quote me on that one.

The only rule for most tourneys I've been in is make sure your opponent knows what it is, otherwise you usually get alot of room for making a custom-looking army.

You can paint your army however you like just as long as your opponents know how the army functions. Thusly, you could paint you marines pink and call them the Pink Templars, mark them with rainbows instead of crosses, and say that they operate just like the Black Templars.
You definitely cannot mix different codex armies.

The fluff standpoint on this is that most chapters follow the model created by the Ultramarines and their Primarch.
That said, even the new SM codex mentions that other chapters follow other models - the big names are, of course, the Space Wolves, Dark Angels, Black Templar, etc. There's no reason to believe that these "special" chapters wouldn't have other chapters that inherited their geneseed/followed the structural model of these chapters.
So, yeah - paint, model how you want, just declare what rules your army is following, and don't mix Codex.
ok just to clairify for myself, ok i have the Chaos Space Marines codex...and if my army is paint blue and white and i call them the Ice Fang Warband for example...theres nothing wrong witht that? Your just saying i cant mix like the Space Marines and Chaos Space Marines and play with two codexs? Or like Play tau and Space Marines and use both codexs right? Theres nothing wrong with say play a World eater army and use plague marines in it or have Typhus as the HQ?
yes that's exactly what they're saying, the name is fine, just make sure you stick to one codex for their rules, equipment etc. happy new year.
