Dawn of War is the only mission that gives you the ability to hold units without a special ability in reserve. If you consult the other missions each player takes turns deploying their force and no option is given for leaving part of that force off the table. The only way to hold units in reserve in non-DoW games is if they have DS, are outflanking, or using some other special ability.

And then on the same page, "When deploying their army, players may choose not to deploy one or more of the units in their army and instead leave them in reserve."
The DoW setup type just forces you to use the reserve special rule. The other two have it as an option.

Any unit can be put in reserve at the start of any of the regular rule book missions, as per the Reserves rule cited.
