Simple question: if using two force organization charts, can Chaos Daemons (the ones from the actual Chaos Daemons codex, not the ones in the Chaos Space Marines codex) use the icons from Chaos Space Marine squads to prevent them from scattering?

To my knowledge they couldn't do this, as both CSM and Daemons are completely separate armies and thus cannot benefit from each other's special items/abilities.
To 'sort of' back this up, P.87 BRB last sentence of "Multiple Detachment Games" says that each detachment is a "separate" army. Also, on P.81 Codex CSM under "Icons of Chaos: Icons and Deep Strike", there are three specific types of model mentioned which may use the Chaos Marine Icons.
The paragraph preceding this does admittedly say that "Daemons..[snip]..use these Icons as guiding lights through the warp", but this is an explanatory note to tell us 'why' these icons work like this to allow Daemons to join in. The paragraph in the "Icons and Deep Strike" details the type of daemon which can use the icon.

I think It would strongly depend on the players. When my gaming group plays multiplayer games, the different forces on one side generally get benefits from other forces. Hence, necrons get their phase out number based on TOTAL necrons on the board, Tau can use other players marker lights, my termies can deepstrike off my teammates icons, etc.
You should just discuss this with the players before hand and see if you can come up with something that's fair and balanced, So if you are somehow going to benefit from your allies units, your opponent should be able to benefit from his.
