To tyranid monstrous creatures get to allocate attacks? Do they get to allocate hits? What about special characters? Independent characters?

Actually, ICs and TMCs can allocate under TAR, but not as effectively as in 3rdEd...
In 3rdEd, they could target models in BtB.
In TAR, they can target units in BtB. This means that ICs and TMCs can't pick out that PFist-wielding VetSgt... The owner of the IC/TMC allocates which units the attacks go to, the defender chooses where the actual hits go.
--- Due to unclear rules, the TMCs could technically still allocate attacks to models in BtB even under TAR... However, this is most certainly not what is intended, and will thus be corrected in the upcoming 4thEd.
I greatly discourage any Tyranid players from allocating attacks to models in BtB under TAR, even if the rules technically allow You to do so. Since the change is coming, You really should develop new tactics now instead of later.
