In the "shooting at skimmers" section it says that a skimmer that has moved flat-out in it's last movement phase gets a 4+ cover save. I also see that in the "Moving Skimmers" section the 5th E rulebook says that a fast skimmer moving flat-out may move up to 24"
How far do you have to move to get the 4+ cover save?
And, where can I find a description of flat-out?
Also, can fast skimmers move 24" in just their movement phase? Or does flat-out mean that they move 12" in movement and 12" in shooting or something?

Pg. 70 MOVING FAST VEHICLES Contains everything for moving flat out
Flat out is anything over 12", it's all done in the movement phase, and anything over 12" gets you the cover save, but only for skimmers.

You can find 'flat out' under Moving Fast Vehicles p.70. You just have to move the minimum distance required for 'flat out' to get the cover save.
They move the full 24" in their movement.
