Under bikes shooting it says bikes are relentless and "each bike in a unit may fire one weapon for each rider on the bike". Now im not sure whether that means the bike itself can fire one weapon and the rider can shoot seperately altogether (still shooting at the same unit of course) or not.
Basically my question is can something like a space marine scout bike shoot it's astartes grenade launcher or twin-linked bolter and then the scout itself shoot the shotgun? If they can't it kinda seems pointless that the scout bikers have shotguns in the first place since the twin-linked bolter is obviously better with it's re-rolls to hit.
Someone please clarify this for me.

No it can only fire a single weapon. The rule is in place to allow bikes with multiple riders to fire multiple weapons. now to put it this way,
"each bike in a unit may fire one weapon for each rider on the bike"
lets think of this as a bike/rider being a unit.
The bike by itself can not fire a weapon as the rules say "fire one weapon for each rider on the bike", a bike by itself can fire 0 weapons. now when we add another "model" to the unit (a rider) by following the rules for infantry (may fire one weapon per shooting phase) adding the rider to the "unit" allows us to fire 1 weapon. IF we add another rider (attack bike) to this "unit" then we have 2 "models" that can fire, one that can not, we can fire 2 weapons.
not sure if that strange as heck explanation helps but it's the best way i can read it.
as to why would you fire the shotgun, there are times when you don't want to deny your opponent an armor save, so in those cases you would fire the shotgun instead.(this is a guess either that or fluff) now for regular bikers and their pistols this makes more seance, there are times when you may want to kill a model or 2 of your opponent but not to many (as in you don't want him to remove models that would make an upcoming charge impossible) so by firing your pistols you only fire 1/2 the shots so more chance for your opponent still being there when you charge.

The phrase "each rider" is in there for the purposes of units like SM Attack Bikes. That way they get to shoot the support weapon and the bolters of the driver.
