Shooting over other units confers a +4 cover save to the target. But if you're not going to use AP greater than their armor and the target already has a 4+ or better, you lose nothing. :3

Friendly units don't block LoS anyways
Your OWN unit doesn't block your LoS, but friendly units do if you're firing through them.

In the original diagram the rear rank of Devastators could be well above the Terminators and so the line of fire is clear.
But if the line of sight is 'through' the Terminators the line of sight has been compromised to give a save.
