It use to be an assualt weapon now its a heavy weapon, so can termies still move and shoot or do they have to stay still?
Terminators can still move and shoot it because they have the relentless special rule which means that they can move and shoot heavy weapons.
As far as I can remember, an assault cannon was always a heavy weapon. It was never an assault weapon. But terminators could always move, fire even heavy weapons, and then assault.
The assault cannon's weapon type has never mattered. The only non-vehicle it has ever been equipped to is Termies who can fire heavy weapons and still move and assault.
In the current rules, Termie armor confers the "Relentless" USR which allows you to move and fire heavy and rapid fire weapons without penalty and still charge.

Where does it actually say that Termie armour comes bundled with Relentless? I know it's the case (or at least I assume it;s the case because it benefits me to do so >_<), but where does it actually state this in the rules?

Apocalypse Games : W-4 D-0 L-1 (4 Titans, Brass Scorp, 3 Baneblades, 2 Bombers, 3 Fighters, and a Partrage in a Pear Tree)
In the Daemonhunters' Codex it says they're able to move and fire heavy weapons, but it doesn't say anything about the Relentless universal special rule; that's probably because the Relentless USR didn't exist back when the DH Codex was printed, but taken at face value the wording here means you can move and fire a heavy weapon, though no mention is made of assaulting after having done so.
Mind you, the only Heavy weapon that models in Daemonhunters' Terminator armour can use is a psycannon, and that has an Assault profile as well as a Heavy one, so it's all good >_<
