I have already asked this question on another thread but with simply "I don't know" bieng my only answer i decided it needs more attention.
Etheric tempest effects units that:
"are not made up entirely of models with unmodified strength 4 or more"
If a unit of, for example gaunts, that was strength 3 had a biomorph that made it strength 4, would etheric tempest effect it?
Biomorphs work in an odd fashion, while they do modify stats, it's never treated as a modified stat. So the answer is that gaunts can get around etheric tempest with toxin sacs, but really why would you want to? S4 is still not enough to hurt a C'tan and if you have Etheric Tempest that means your packing the nightbringer with his eternally amusing "gaze of death"
EDIT: If you have a bug dex lying around, check pg. 32 top left column, second paragraph, it has the full explanation
