alright let's say you have a model with a 3+ save and feel no pain. Would AP 2-3 weapons ignore your feel no pain?
AP 1 & 2 weapons ignore "feel no pain"
AP3 weapons do not ignore "feel no pain".
The armor save of the model in question has no effect whatsoever on whether or not it gets the feel no pain save.

Tyranid Hive Fleet Typhoeus
T'au Empire, Bork'an Sept
Additionally double strength weapons ignore it (i.e. Str 8 battlecannons against toughness 4 models, regardless of AP)
The main list of what FNP does not work against can be found in the final 6 lines of the USR on P.75 BRB. It is not a comprehensive list though, as the abbreviated word "etc" is included.
"Tau Commandment #226: Participants who use Velocity Trackers in the Tau Clay Pigeon Tournament will be disqualified"
The following negate the FNP rule: weapons that cause Instant Death (even if your character is an eternal warrior, FNP doesn't apply), weapons with AP 1 or 2, and weapons that don't allow armour saves, ie power weapons/fists.
An important annotation on FnP is that you can't use it in any instance where you are never allowed a save. While this generally only applies to melee, other weapons such as Breath of Chaos/Winds of Chaos also negate FnP.

No. That's a common mistake.
It's shots against which *NO* armor save can *EVER* be taken.
Not shots against which this particular model happens to not get his armor save.
But FNP saves if you don't get a save then you don't get the FNP.
So if a PM is hit with an AP 3 missle then how does it get a FNP save?
