The BRB says the Scouts rule gives a normal move, but the FAQ says that bikes and turboboost. What does this mean in terms of the landspeeder storm? Can it go faster than combat speed in the scout movement?

Land Speeder Storm is a skimmer, not a bike - so the Turboboost rules don't apply.
It follows all the standard rules for fast skimmer movement, so you can go flat out in your scout move exactly as you would any other time.
Yes scout move to 12.5" from the enemy then on turn one have the passengers get out 2" from the hull and move and charge into combat.

I should know about the deffkoptas they are increasingly annoying... Kill them as early as possible as Strength 8 Ap3 with re rolls is quite scary against marines. On the plus side although there toughness 5 they are still an easy kill point for a squad of 3.
I like to use my predator annilator against them, My opponent cant ignore the AP4 shots against them
