Hey guys, I'm brand new in the world of 40k and I'm thinking about getting a move on amassing my first bit of an army. I'm wanting to go with space marines and I understand that there's thousands if not more, chapters of these guys. My question is, say if I were to paint a unique chapter of my own creation how would i go about playing that chapter. In other words would it get assigned the abilities, weapons, vehicles, etc of a chapter established in the codex? Thanks for your help.

If your making your own chapter, you just use the rules present in Codex: Space Marines. Other then that, welcome to the forums and good luck with your army.
As most have said, you need to still follow one set of rules, should that be Codex: Space Marines or any other codex. If you wanted to use the rules for the Blood Angels, Dark Angels, Black Templar or even the new Space Wolves(out in October) then you should do so following those books, and those sets of rules.
You should not be trying to make your own rules for your chapter, nor combining the rules from multiple books. Yes they are all Space Marines, no they are not the same.

what if i like blood angels rules but want green space marines, would i still be allowed to play blood angels? i mean if i bought the codex how can they stop me?
The Lamenters chapter is descendant of the Blood Angels and their armor is yellow (they have their own fluff gimmick). You can make a green Blood Angels and call thema fluffwise descendant chapter of Blood Angels and use their rules. The same goes for any SM codex.
Green Blood Angels are fine. Some GW tournaments, such as events at Warhammer World, have rules about chapters that do use the official insignia. For example, if your models were painted in full blood angels colors, with the official blood angels insignia and marking, you couldn't use another chapter's rules with them. If the color scheme and insignia are totally home grown, you can play them as any chapter/marine codex you like.
I was thinking of making mine orange and black marines space wolves when they come out. Granted the models are semi different, but it is just a marine.
