Hey guys, every one i know (who plays DE) moves their raiders 12" & fires their warriors.
having gone through the rules fairly thoroughly, i can't find anything contradicting the fact that embarked troops can't shoot if the vehicle moves at cruising speed (6-12"). Have i missed something (if so could you state pg & paragraph no.)?
You have not missed anything. Everyone you know plays this incorrectly! The Warriors on the Raider can only fire if the Raider has moved up to (but not over) 6" during the movement phase.
There is a loophole though: move 12", disembark, and now they are no longer on the vehicle and can fire normally (and also assault normally thanks to open-topped).

Page 70 gives Fast Vehicles (of which a Raider is) gives this speed as being played the same as cruising speed except for the obvious movement.
So in summary, you may transport troops up to 6” and fire with those embarked troops. Traveling over 6” will make that illegal.
And as Krovin has stated, you must disembark to circumvent this limitation and this stops ‘Gunboats’ ruling the game.

wait.. You can move 12", disembark, shoot, then assault?
In theory, yes. It's an open topped vehicle, which means you get to assault out of it, and having disembarked, the DE are free to shoot. The plus side to this is that splinter rifles are rapid fire, so for warriors it's a shoot-or-assault choice. Wytches and Incubi on the other hand have splinter pistols, so it's a valid tactic for them...
