I think that the 3rd edition rulebook stated that in the shooting phase the defender was able to choose which models he removed from play after taking wounds unless the weapon fired was a template. And during the hand to hand phase the attacker was allowed to choose which models he directed his attacks against as long as the models were in base to base with each other. Does this sound correct? And is this changing in any way in the 4th edition rules?

Its partly correct, and partly wrong
A model may allocate attacks against a specific unit *not* specific models in 4th edition (And any referrence to third edition will be based upon TAR and TVR). Independent characters and monstrous creatures may split their attacks and allocate them between units but still not against specific models. That is based on the TAR and is not changing in 4th
The attacker has never been able to decide who dies with blast weapons, since you were allowed to reposistion them. In 4th you can take the dead from anywhere in the squad, doesnt matter where the blast is
