Is there any possibility to keep a unit from continually falling back if it doesn't meet the listed conditions? (page 46/46)
I mean, are they doomed and it's pretty much useless to attack them since they will eventually fall of the board?
What are the actions that falling back units can perform?
unless they have a special rule (eldar coming within 12" of avatar become fearless, space marines automatically rally.) then under 25% they're not coming back.
However they can still shoot as they're falling back as long as they're not heavy weapons etc. They can't assualt
I'm interested to know if they could run though. I'm guessing not.
Space Marines "automatically" rally as long as they meet the required conditions for rallying, with the exception of being over 50%. If within the prescribed distance of an enemy unit, they cannot rally and will continue to fall back. This is why some folks use a vehicle or some other unit to shepherd the SM unit off the board.
Falling back units may perform the actions noted on P.46 BRB, and yes they can run instead of shoot.

The only way to keep them from falling back further is if your codex has a special rule (or wargear) that would allow them to regroup (Space Marines, Avatars, etc.).
In some cases, it is worth it to finish off the doomed falling back squad, espcially if they have a melta/plasma/flamer gun and would fall back near a vulnerable unit of yours.
The falling back unit may shoot or run. If they run, it must be towards their table edge.
Under 50%, not 25%.
