So looking at the rulebook and you get an extra attack for two weapons. If I have a spine gaunt do i get an extra attack for having two one handed weapons. What about a genestealer that has rending claws and scything talons?

Normally, additional extra close combat weapons past the first one do not grant any extra attacks. However, Tyranids might be different. I don't have the codex on me, but codex > rulebook.

Tyranids are different, the only way you get additional attacks is by having a pair of scything talons. Each pair gives you +1 attack. The new dex is completely doing away with this system.
Rending claws does nothing but give you the rending special rule to all attacks, and various ranged weapons do nothing but give you the ranged attack noted.
A genestealer with rending claws and scything talons would have 1 attack more than the printed profile in the book (3 total in this case) and all attacks would be rending.
EDIT: If you want a reference, consult Pg. 31 in the tyranid book, under scything talons- "Note that this is the only way that Tyranids gain extra attacks in close combat for multiple weapons"
