OK I have a 9 man grey hunter squad with a wolf guard. In the wolf guard entry it states "each wolf guard has the option of being split off from his pack and assigned to lead a different pack..."
The grey hunter rules state "If the squad numbers 10 models a second grey hunter may be replace his bolter with a weapon from the above list at no additional cost
So, can I take 2 special weapons on a squad of grey hunters with a wolf guard attached that number 10 men?
No you can't. Having a squad of 10 Grey Hunters is what allows you to take the second weapon. The Codex entry does not say something along the lines of "including any Wolf Guard which has joined the unit", so the option to have Mr WG make up the numbers is not there.

Well, and if I'm not mistaken, doesn't it say the Wolf Guard are only split off right before the start of the battle? In which case, going into the game, your list only has 9 Grey Hunters and not until the start of the game do you add the 10th member in the form of the Wolf Guard.
Charybdis is right. The Wolfguard aren't broken off until the start of the battle, which is after the list is composed. Until then your GH squad would only be 9 models.
And don't forget the Wolfguard take up an elite slot as well, even if they are all split off into other squads. Also, you have to take at least 3 if you take any, as thats their minimum squad size.
