Can a unit embark on a vehicle that has pivoted, but has not moved?
For instance, my Wave Serpent access point is facing a table's edge thus preventing me from embarking all models onto it since some of them will be more than 2" away. Am I able to pivot the vehicle (which doesn't count as moving for the vehicle), then move a squad of Banshees within 2" of the access point since it would now be possible, and embark them?
Yeah that's fine - you can embark on to a vehicle that's moved, just not move it after. So basically the vehicle and the unit only get one lot of movement each, either together or seperately but not both.
realitycheque has it right, but here's a clarification on the important restriction:
You cannot pivot, then embark, and then drive away in the same transport. That would be taking two moves with the transport, since you must finish all movement with one unit before moving another. Even though the vehicle counts as stationary, it has taken its turn for movement and has forfeited the ability to use any movement distance if you choose not to move it before pivoting.
