You are correct. BRB pg 22 Firing out of Area Terrain says "...Therefore they may fire through up to 2" of the area terrain they are occupying without that terrain conferring a cover save to the target." Your firing models still need to be able to see their target though.
Is that only if most of the unit is within 2"? Or do you get saves from the ones that are beyond 2"?
I'm not 100% on this, but my guess is you would then refer to the "Units partially in cover" section on the same page. This basically says that if the majority of your firing models have an uncovered view (in this case, those firing through 2" or less of terrain) of the majority of the target models, the target unit gets no cover save. If the majority of the firing models do not have an uncovered LOS to the majority of the target models, the target unit does get a cover save. But again, this is just my guess, I can't find anything that specifically addresses this question.
