Can someone explain why the BRB ( pg60 ) doesn't say specifically that it causes half strength if the centre of the blast marker isn't over the hull? Or is it just to be understood that the all ordnance weapons are blast weapon as there is no ordnance weapon thta doesn't use a blast marker?
My friends and I are looking for a good reasoning as to why it should count as half strength (which I agree with(.
Because all ordnance weapons are blast weapons.
The hellstrike missile on the imperial guard Valkyrie is an Ordnance 1 weapon that does not have blast. It is just S8 and pick the best of 2 dice for AP.

P.58 BRB under Ordnance Weapons: "Unless their profile specifies otherwise, all ordnance blast weapons use the large blast marker". Compare battle cannon with hellstrike missile.
P.58 BRB under Ordnance Barrage Weapons: refers to the weapon using a blast marker. The size is still the large marker, since an Ordnance Barrage weapon is still an Ordnance Weapon with extra rules. See P.60 BRB, 1st sentence of Ordnance weapons and Armour Penetration, bracketed words. (Also refer back to the previously mentioned point under "Ordnance weapons" on P.58 BRB as to whether all Ordnance weapons use the large blast marker or not.)
P.60 BRB under "The centre of the blast marker ends outside the vehicle, etc": The reasoning is that the full force of the weapon does not hit the vehicle, hence a half strength hit value. To quote the very last sentence:E.....and the weapon's Strength is halved....
