Odd question so bear with me as I try to properly describe this.
In my turn. I ram my Prism tank into a Chaos Rhino and successfully destroy it. The CSM have already disembarked and are standing nearby but are not in base to base with the vehicle. My turn ends.
His turn. The CSM that were standing near the Prism Tank and now gone rhino, move a bit closer to my tank and assault it in the Assault Phase. Misses. Turn ends.
My turn. Its the end of the game and I was going last. The deciding fight was on another part of the table. So we handled the shooting etc. When my assault phase rolled around, the opponent announce he was attacking my Prism tank with the CSM that were still base to base with it. And since I never moved it this turn, his CSM auto hit it.
So my question is about being able to assault the vehicle in my Assault Phase. Is that right?

Yes it is. P.63 BRB, 3rd paragraph of "Successive turns".
Note the specification that it is in the *vehicle's* Assault Phase that this may happen, not the opponent's.
