I have a question I need answered.
Can a Hood.. Move in and cancel Warptime already in effect. I mean, if the Librarian was out of reach when the power was activated can he later move in and then cancel is or does the test to stop it be taken right after the DP's psychic test has been taken..

Simple answer - no. Psyhoods may only cancel powers where the psychic test was taken within its range.

Use of the Psychic Hood revolves around two conditions being fulfilled: 1. (the main one) the enemy psyker has to be within XX" of your own Psyker, and 2. he has successfully passed his Psychic test (obviously, otherwise there is no point using the Hood!). Only if those two conditions are fulfilled are you able/likely to use the Psychic Hood, and its use happens immediately following the enemy psyker's successful Psychic Test. So no, you can't move in in your next turn and try to negate the power.
