Beast/cavaly can't charge to model in upper levels of ruin?
or use 'RUINS AND ASSAULTS ' (40k Rule book 85p) as infantry?
or anything else ?
Page 83 of the big rulebook is pretty clear on this matter: "only infantry, jump infantry, jetbikes, monstrous creatures, and walkers may move to the upper levels of a ruin".
Doesn't make much sense to me, because I think beasts and even cavalry should be able to move up a ruin if walkers can (at least if you take Imperial sentinels and Space Marine dreadnoughts as examples for walkers), but well...
So, no: beasts and cavalry have no means whatsoever to move up into the higher levels of a ruin. In no phase of the game. They can not move there, they can not assault there.
