I'd like some clarification regarding the Chaos Space Marine Force Organization Chart. In the codex is says:
3 Fast Attack
3 Heavy Support
I don't think the chart is done very well because what it LOOKS like it's saying (which doesn't make a lot of sense) is this: you MUST have one HQ and two Troops (this part I understand), but before you can add any Elites, you must have two MORE troops, and you can't have just ONE Elite unit, you have to have three. On top of that, in order to add any Fast Attack you have to have three units as well as three Heavy Support (or vice versa).
I think (and hope) that my interpretation is wrong. Before reading the chart, I was under the impression that you must have the compulsory 1 HQ+2 Troops and anything else was completely optional as long as the point value fell into the limitations agreed upon between you and your opponent.
For example, (and I'm not saying I would do this, I'm just making a hypothetical) I could have one CSM unit, two 1k Sons Unit, a DP, a CL, a Termie Unit and transports for everyone and it would be legal as long as that wasn't over the agreed point value (for those following along at home, that would be 3 Tr+2 HQ+1 El).
Please set me straight...

It's only written like that because they ran out of room underneath "3 Elites" for "3 Heavy Support" and "3 Fast Attack". The optional choices are exactly that - optional. You can have as few or as many as you want up to the maximum.
Also, that list would be legal. (well, except for the fact that a DP and Chaos Lord can't buy transports, but hey.
"The sergeant major asked me what my job is. I told him it's to do what I am told. He gave me a medal. I like the Imperial Guard."

Yeah, optional just means optional, you don't have any prerequisets on how you choose the rest of your army beyond the 1 HQ and 2 Troops you have to choose. Also, the list you suggested is completely legal, not sure what point you were trying to make there.
World Eaters: W-47 D-10 L-9
Necrons: W-19 D-3 L-2
Protectorate of Menoth: W-36 D-0 L-7
The Org restrictions should probably have been written thus:
0-3 Fast Attack
0-3 Heavy Support
with the caveat that none of the above choices depend on any of the other choices, other than the totals of each type.
