So in the 5th edition there are models that are armed with an example of: a chain sword, bolter, and bolt pistol. Does this mean the model is able to use them interchangeably. IE bolter for distance and sword and bolt pistol for assualt and cc?
Only if the model is legally equipped with them under the Codex's army list. Which is not the case for most Marines; the standard Marine gets a bolter and bolt pistol, no chainsword. Assault Marines can't get bolters (even though it would be awesome).
Chaos Space Marines, however, are all equipped with bolter, bolt pistol and chainsword as standard. This means they can use the bolter to shoot and still use the bolt pistol and chainsword in a subsequent assault phase. All weapons on the character are fair game.

Just to point out that even though the Chaos Marines have the pistol, close combat weapon and boltgun, they will not be able to assault if they fire their boltguns in the Shooting Phase. However, if they fire their bolt pistols they will be then still able to assault and will get the bonus attack for having two CC weapons.
