Just been to a tournament and found different players view claiming/contesting objectives with skimmers differently. When measuring to see if they are within the 3" range do you measure from the base or from the hull of the skimmer. One player I battled against said the base while another was claiming a contesting position from the very tip of his wave serpents front prow. Literally 1mm in the 3" range - he measured to make sure!
What is correct?
All range (except shooting) is measured from the skimmers hull. pg.71 Measuring Distance under the skimmer heading.
So the guy claiming to measuer from the hull was right.

Correct. Though I would measure from the actual hull and not the field aerials. I wonder about jetbikes though. As they are neither skimmers nor vehicles, do you measure from the base?
At the beginning of turn 1, I spray my opponent's army with the bacon flavored spray. Then I unleash my Boston Terrier Squiggoth who then devours their entire bacon flavored army! There is no defense against her cuteness! All are doomed!
There are a few exceptions to this: Valkyries, Vendettas, Stormravens, which are mounted on flying (as in fliers, which puts hull several inches up) bases. Their unit type is "skimmers," but in a number of situations, for measuring distances (like assaulting them with infantry, contesting objectives or embarking/disembarking), you measure from the base. In others, like when shooting at them, you measure from the hull.
For a Wave Serpent, make sure measurement is from the actual hull, and not those blades stick out of the front. Same goes for Tau skimmers' burst cannons.
