If a Sternguard Veteran is equipped with a storm bolter or a heavy bolter, can he use special issue ammunition?
it's pretty clear that it affects only "boltgun armed models" and since you need to swap out the boltgun if you take a stombolter/heavy bolter then no you can't use the special ammo.
The meat things seek to destroy ourselves. They hunt us as we hunt them but they are weak and uncertain. Bring them understanding of the power of ourselves through our strength and their fear. The inferior flesh will be entirely destroyed, all fragments will be smashed. Ourselves will fight to the last, all weak flesh must be consumed
as said, no you cannot.
you actually wouldn't get any advantage from using special ammunition on stormbolters and heavy bolters even if you could. in fact, if you were playing against me, i'd let you do it.
the reason why you'd get no advantage out of this is because when you use special ammunition, its profile is used exactly as llisted. every one of them is listed as a 'rapid fire' weapon. so it doesn't matter what the profile of a storm bolter or a heavy bolter might be - the special ammunition's profile, which is rapid fire, would replace it anyways. so the points you spent on upgrading to storm bolters and heavy bolters would and up doing nothing if you used special ammunition.
Simple answer, no.
