I'm a bit confused about the last sentence describing the effects of Comba Drugs.
Last sentence, right before the table:
"Note that the effects are not cumulative."
What is the point of this statement? Can a unit/model have more than one set of combat drugs? Is it meant as a reminder that all matches are completely separate?

I suppose its one of those "Just in case" senarios as you've sure to have noticed that there isn't a way to have multiple combat drugs within the codex.
Warhammer 40k: Blood Angels, Imperial Guard, Grey Knights, Space Lizards (wolves), Kroot, Witch Hunters, Dark Eldar
Warhammer: Lizardmen, Empire, Vampire Counts, Brettonians, High Elves, Skaven
That disclaimer exists so you can't have things like +1WS/strength/attack stacking in a unit.
Otherwise you could get things like a unit of (say) bloodbrydes joined by 2 succubi claiming +3 strength via combat drugs.
