I've seen this argued with no definite answer. I would say yes since the Summoning practically describes what teleportation is in its fluff only without using the actual word "Teleport" in it. Though some would argue against that since it doesn't specifically say Summoning is teleporting the squad... so you may want to come to an agreement beforehand when playing or set a houseruling on the matter depending on where and who you play with.

The differences in "types" of Deepstrike really need cleaned up by GW. All we have are little fluff tidbits about the methods at work.
Someone could theoretically argue that Terminators and such teleport no matter why they're deepstriking, because their rules only say that they teleport. They could argue that Terminators bouncing around with Gate of Infinity or The Summoning benefit from Teleport Homers because they "just teleport". Which is pretty stupid, but its about the only rule written concerning this stuff.
Alternatively, one could argue that The Summoning is just like Daemonic summoning. There's gonna be at least one person stuck on the name... yay.
If GW want to have pieces of gear that only affect certain types of Deepstrike, they need to clearly lay out which models use what and when. Does a model always use its form of Deepstrike, or is it subject to another form when made to do so by a rule or power?
Fluff on units is generally obvious about whether units drop from the sky, come up from the ground, pour from the Warp, or teleport. Granted, they only have one piece of gear in the game that even concerns this: the Teleport Homer. Though if they wanted to make gear that affects other "Deepstrike modes", they're gonna need to rule on how powers make a unit Deepstrike, and how this affects them.
The solution for now, as Duo_Sonata said, is to address this to your gaming group. Have a thorough discussion and come to a consensus on how to play it until GW ever FAQs it.

The consensus among GK players is no. That is because the rules for Teleport Homers state:
"Note that the teleport homer only works for units that are teleporting, not other means." (p.62)
The description for Summoning by RAW never explicitly says that the unit is "teleported". Thus, they are brought to the librarian by "other means".
