So the space marine codex says if the tactical squad is a 10 man squad you can choose to have them ride in a rhino or razorback. So what if I field a full 10 man squad with a rhino transport and a 5 man squad as my second troop choice. Can the 5 man squad use the rhino even though it's not attached to their unit?
The squad that purchased the Rhino has it as what is called a "Dedicated Transport". (Box-out on page 67.)
This just means that they are the only squad that may be deployed in the Rhino. Another squad could use the transport, they just may not start the game inside it.

Yes, however, since the Rhino is a Dedicated Transport for the first squad, the second squad may not start the game embarked in it. Once the game has started (ie, the first movement phase) they may embark and disembark from it as normal.

This is correct. Any unit may use any transport (barring restrictions like Terminator Armour or jump packs), but with dedicated transports like the Rhino, only the unit that it was purchased for can actually start the game in it. Once the game commences, you are free to move around any unit into any transport that it can legally fit in.
