in the space marine codex, it gives the strength of this weapon to be (im not sure if im allowed to write it or not, so im not going to just to be safe). but what does it mean?
that, and can all members of the squad take them?

The rules in the SM Codex no longer apply. They have been replaced by the standardized rules in the new rulebook, page 32, 'Sniper Weapons'. All sniper weapons conform to this new rule unless given additional rules under their description. I expect the new SM codex will change the wording to conform.

However, the rules aren't much different than in the current codex, just written better. The sniper rifle has no strength. It wounds on a given roll regardless of the target's Toughness. It also hits on a given roll regardless of the shooter's BS. Under the old rules you just rolled a D6 to pen vehicles. Essentially you can't pen vehicles. The new rules give the sniper rifle a better chance to pen vehicles. You should review the new rulebook, it will answer all your questions.

As far as who can take them in a squad, with the current codex the only weapons a sergeant may have are bolt pistol and close combat weapon so you could have a max of 9 snipers. Rumor is that will change in the new dex.

4thEd rulebook, page 32, right column, "Sniper Weapons".

Be aware that this entry does not mention Sniper Weapons being "Pinning", and it has been the subject of a heated discussion whether or not this is a true rules change or just GW making an oversight.

Tyranids don't have Sniper weapons as such so it doesn't affect me, and I allow my Sniper opponents to benefit from being Pinning. However, if any official clarification exists I'd love to hear it for claritys sake.

This has actually been addressed on the GW forums as an oversight. Sniper rifles still pin.

Lending support to the oversight, in the 'Pinning' section, page 32, it mentions sniper weapons as one of the common pinning attacks.

Saw the site seen by Anacron and set the site to sight.
If you have no idea what this means nevermind.

Lending even more support to the oversight (as if any were needed) the new SM codex specifically states that Sniper Rifles cause pinning. ^_^
