ok first off i am not a noobie as i have been playing 40k for two years
but i have never seen a list that hold everything in reserves for the first turn .
can you do this .
The Dawn of War set-up allows you to reserve everything if you want to. It's normally done that you can place the specified model units (HQ and Troops) and then everything else moves on from reserve in your first turn, but you can say that certain units are being held in reserve for turn 2 as normal. However, in this particular set-up it is possible (though daft!) to reserve every single unit to come on from turn 2 if you do not deploy HQ or Troops and just say that everything is reserved.
It isn't much fun though, especially if both players operate the same way. Turn One doesn't exist.
So it is possible, but silly.

You can hold your whole army in reserve no matter what the deployment is, whether Pitched, Spearhead or Dawn of War. As long as they roll for reserves like normal they can do this. So in Turn 1 they'll have nothing on the board and will need to roll for everything in turn 2. It's an effective strategy against certain lists, such as Leafblower or Drop Pod heavy lists.
Normally for 100% reserve lists it is better to have a rule where you get a bonus to reserves arriving as you could end up arriving one unit at a time with poor luck and each unit gets picked off one at a time as they arrive. Guard can do it well with the astropath, eldar with the Autarch etc.
Just watch out for some enemy infiltrating 2 units of 20 kroot right along your baseline etc and stopping you arriving. Again fine if you have skimmers or can tank shock right onto the board but it can be dagerous with an all bike list for example. I have seen a Whitescars bike army outflank with 40 bikes and 5 termies and they got locked off the board by 10 guardsmen and 8 infiltrating storm troops per flank.
