Okay this thought occured to me when I was using the devil dog the other day. I shot at a rhino and scattered just managing to clip the thing and managed to pen it thanks to the 2D6 penetration despite the shot being only S4 since the centre hole was not on the vehicle. At that point I was easily within the 12" anyway but what if you scattered out of the half range and were say 13" away?
Do you measure the half range to the centre hole? To the point of it touching the vehicle? Or just because the vehicle is 12" or less away from you to begin with do you get the 2D6 Armour Pen?
I don't use devil dogs that often, in fact this was the second time ever, but I'd at least like to know should the situation pop up.
I'd say that as long as it's in half when you shoot it it will be acceptably melta-ey, blast weapons can scatter out of their regular range can't they?

You would have to measure the new distance if the blast template scatters
Not knowing the particulars for the Devil Dog's melta cannon, but I would imagine you measure the distance before scatter not after.

The Melta rule makes absolutely zero mention of initial ranges to a target. In fact, there is no mention of a target. It only states how it affects penetration rolls at half range.
So you would check for half range when making the pen roll. Therefore, you would check the ranges to models hit AFTER a scatter.

Yes and since a melta cannon's range is 24'', you would need to be 12'' or less to have a 2D6 penetration roll
But what needs to be within half range? The target? The entire blast template? Any part of the blast template? Or just the centre hole?

It should be the shooter ( i.e. the devil dog's melta cannon) to the center of the large blast template.
Yeah, its a small template, sorry about that but same rules apply, you have to measure to the centre
