hey i need help on the rules of making chapters first off acan i create a chapter for any army or just space marines second when i do what rules apply like what can i do and stuff?

Now, I deciphered your post, and I'll reply. But do recognize that I do not encourage you to post like this solely because you won't get nice answers like this 100% of the time.
1. As far as I know, you can only create Chaos and Space Marine chapters. If you want, this can purely mean a new color scheme, chapter badge and fluff.
2. Making rules for your chapter is optional. You can do pretty much anything you want, provided it is prudent and costs a reasonable amount of points (when buying extra equipment applies). For example, you could have in the fluff that your soldiers favor close combat, and thus they may have close combat weapons and bolt pistols (I'm pretty sure that the rule "Take the fight to them" in the new codex would make doing this redundant). But really you can make any kind of rule that you find reasonable. And be advised your chapter probably won't be welcome in tournaments (if they have special rules) and under other circumstances, you HAVE to ask permission from your opponent to use the rules, and must present said rules to them so that they know what they are getting into.

You can create any rules for any army you want.. However you just can't use them unless GW prints them and makes them official heh
There are 2 options (Since you shouldnt be making up special rules and expect to use them)
1) You make up your own chapter for any race in the game and use a current set of legal rules for them. IE you make a random eldar craftworld and use say Alaitoc rules. That is acceptable and legal
2) This only works for space marines. You just use the new SM codex and design a new chapter by giving them traits
I am just against people making up special rules UNLESS they fully realize that they will not be able to use them 90% of the time and won't throw a hissy fit about their "fluff"
i agree with kirasu completely in the sense that you shouldnt make your own custom rules, which is why i scrapped the original version of my sm leader...
