Ok I know with warhammer fantasy they have standard bearer like guys and with 40k the same thing but in my core squad im modling a flag on top of his jet pack like in this picture.

Basicly Im wondering do these have special rules or are they just used to indicate a champion (like what im doing)

PS: Sorry for this what must seem like an outstanding stupid question.

Unless the model is actually filling in as your standard bearer and carrying a special standard there are no special rules. Of course if the flag is on a sergeant or other special character, they may have their own special rules. They just don't have anything to do with the flag itself.

Those banners are just to denote rank. All marines of rank sergeant and above has their own personal banner which they display in battle, to make themselves look more imposing and to unify different squads. In game terms they have no effect, unless like wolfraider says they are mentioned in the models special rules (the only ones I can think of are Ancient Helveticus and the company banner command squad upgrade).
