Okay. I'm thinking of a Grey Knight Terminator (brother-captain) armed with a Nemesis force weapon and a chainfist. Base stats are...
How would it work?
The strength bonus would be upped from 4 to 6, and then doubled to 10 (up to 10 as per the rules). Now, I would get 4 attacks, being armed with two cc weapons. I would strike last, but would all of the attacks be at Str 10?
Seeing as both the Nemesis and chainfist are power weapons, then I would be getting 4 str 10 hits that ignore armor saves, right? And then against vehicles I get armor penetration.

1. Thou shalt delete all stats.
2. As far as I know, you may only use one weapon per assault phase. This is how it works with chaos and I think it applies to everyone.

Well i hate to say it, but without the chainfist it is just a generic GK grandmaster nothing really worth his own post. But yes you may only use 1 weapon, you cant get bonuses from 2
Power weapon and power fist combo has been around, but its absurdly expensive and thus not used often
Kirasu is correct, you don't add strength modifiers at all, since you only use one weapon at a time. S6 at initiative or S8 at I1. No combinations. Likewise, you can only use ONE weapon per turn - you cannot use half your attacks with one weapon and the other half with the other, or any other combination.
The only benefit of buying him a chainfist is +1A for two one-handed weapons, and the option of striking last at higher strength (and the armor penetration against vehicles).
I use the same Brother-Captain in one of my Terminator squads. Two of the four terminators in the squad have Thunderhammer/SS, and the other two are left alone with NFW/stormbolters. Great for tank & TMC hunting.
You can alternate between weapons in different CC. So if I had a Librarian with a force weapon and a powerfist, I could choose to use the force weapon when I fight some Obliterators, but then when I beat them and end up fighting a Chaos Lord I could choose to use the powerfist instead.
Additionally there are certain races that have weapons and wargear that DO confer mutiple close combat abilities. Eldar powerblades being one, adding the powerweapon effect to all CC attacks. I believe there are others.

Efficiency VS Point Cost VS Ease Of Use - Your best bets:
1) Chaplain led Assault squad - 2 plasma pistols, powerfisted sergeant
2) 8 man Devastator squad - 4 missile launchers
3) Land Speeder Tornado - HB + AC
