I am aware that models in an open topped vehicle can all fire their weapons (restricted only by movement).
I am also aware that open topped vehicles are susceptable to a bonus for penetration rolls.
What I need clarified is the ability to shoot INTO the open topped vehicle!
Can models in an open topped vehicle be targeted? Forcing whatever armor save they have to apply?
Or are they subject to the protection of the armor value of the vehicle? Forcing you to destroy the vehicle prior to targeting whatever is being transported.
Any help would be appreciated. Even if it means pointing me toward a page # in the rule book, because I couldn't find it.

from a game point of view there are no models inside the vehicle. its just a vehicle, you kill the vehicle and thats it.
its best just to think of it as a robot with no crew.
similarly with transports you can't shoot at models riding it (even if they can shoot you)
Page 65 in the rule book. Under choosing a vehicle as a target.
So no you can not . Must made the passengers disembark either by destroying the
vehicle or any pen on it will work. Then your other units can shoot at it.
it's not an official rule, but that doesn't mean you can't use it as a house rule, it may add to the thrill and tactics a little, if maybe confusing the game a little. but if you want and you agree with your opponent, i'm sure you could use it in this manner.
