The purpose of the retinue is not to make an IC untargetable in cc (which would be stupid, otherwise the IC would be practically invulnerable until you've killed the entire retinue).
The purpose of the retinue is both dictated by the fluff, and the upgrades/stats it has available and it's probable improved abilities compared to the basic troops for the army.

So for chaos, since the retinue still takes up an elite slot and has all the options that the chosen get anyways, there is no benefit to designating them a retinue.

Well don't forget, if happened to use up your elite slots and wanted some/more chosen, you could just take them as a HQ retinue. Theres one practical application.

Ah well sorry for that, I don't play chaos myself, I was just using 'common sense' (something markedly lacking around GW).
A retinue soaks up damage from shooting. Characters can be shot at if they are the closest unit to an enemy. If the character is with a retinue, then the wounds go to the unit, not just the character. Unless, of course, the character is a MC, in which case they can always be picked out (with certain exceptions, that are stated in the rulebook, pg 51)
So, for chaos for example, if you have a non-monstrous CC-oriented Lord or DP then a retinue would be nice so he doesn't get shot up when he tries to get into CC.
Ignore all codex entries relating to ICs and retinues. Most likely they are wrong, so refer to the rulebook. Honestly it worked like this back in 3rd edition just people didnt read the TAR
