If you have 2 Force Onganisation Charts then do the 'one per army' and '0-1 selections' become 'two per army' and '0-2'?

I think the answer is no. However it will probably lead to a better more diverse battle if you do otherwise. For example for armies like IG their HQ will only have one, forcing them to max out on more infantry squads. Or cool elietes that you usually can only have one of so you have to max out on the less cool ones.
So i would say when you use multiple force orginisation charts just double O-1 to 0-2
it mentones in the BGb that each FOC is a seperate army on it own, so I'd say yes
